The Year-from-Purchase Exception
Recognizing that the fixed expiration system penalizes anglers who buy licenses mid-year, TPWD offers one specific alternative: the Year-from-Purchase All-Water Fishing Package.
Key details:
- Price: $47 for residents, $68 for non-residents (same as the standard All-Water)

Digital vs. Physical License: A One-Time Choice
When you purchase a Texas fishing license, TPWD requires you to make a binding choice between physical and digital formats at checkout. You cannot have both simultaneously.
Physical License
- Receive a printed paper receipt at the point of sale
- Physical Red Drum and Spotted Seatrout tags are printed at the bottom of the paper
- If you catch an oversized tagged species, you must cut out the month/day on the paper tag and attach it to the fish

Digital License

Recommendation: Digital is the superior choice for most anglers. The elimination of paper loss risk, combined with instant tag logging, outweighs the minor inconvenience of downloading the license for offline access before each trip. The only scenario where physical is clearly better: you rarely use a smartphone and prefer a wallet card.

Replacing a Lost License
If you lose, damage, or destroy your physical fishing license, TPWD provides three replacement channels:
1. Online Replacement
Visit the TPWD license sales portal, select “Replacement License,” enter your customer information, and pay the fee. Your replacement is available for immediate download or print. A $5 administrative fee applies to online transactions (in addition to the $10 replacement fee).
2. Phone Replacement
Call TPWD at (800) 895-4248 during business hours. Provide your customer details, request a replacement, and pay by credit card. The $5 administrative fee applies. Your replacement license is mailed to your address on file.
3. In-Person Replacement
Visit any TPWD-authorized retailer (Walmart, Academy Sports, bait shops) or TPWD office. Present your ID, request a reprint, and pay the $10 replacement fee. No additional online processing fee applies for in-person transactions. Your replacement is issued immediately on the spot.
Critical Tag Replacement Rules
When you replace a lost license:
- New tags are issued on the replacement document
- However, if you already used your Red Drum or Spotted Seatrout tag on the original license, that tag remains used — you do not receive a duplicate
- Your original (lost) license and its tags are voided in the system to prevent dual use
- If you switch from physical to digital (or vice versa) during replacement, your tag usage history carries over
